2SC5200 is a special type of transistor amplifier whose max input voltage = 5V(dc) , max output voltage=230v and max output current=15A. He then uses a transformer to lower the current. But here's the catch, this circuit would not work efficiently and the bulb will stop working after ~1min .

The video is true that the output can be taken from 1.5 volts to 220 volts but it is not possible to do it in the way you have made
I don't understand Hindi, but why? All that is being done is making a pulse into a transformer that steps up the voltage. Where I have an issue is the current required would be more than a 1.5v battery could give (especially in a circuit like this).
