The avg of 2 years of Govt duration before being dismissed/toppled from 1988 to 1999 perhaps affected the psychology of politicians and policymakers. Once a certain psychology is established, it has a lot of intertia and it will run long before the realization of the core issue and making necessary changes.

To put it in simple terms there are two types of borrowing: 1. Borrowing to improve your income. For individuals, you borrow to start a business or get education to enhance your earning capacity. For a country this kind of borrowing goes towards improving infrastructure to improve the climate for employment and businesses. 2. Borrowing to pay your bills. An individual who borrows money to pay his rent or electric bill continue to fall behind and never catch up. Ultimately this individual will have to sell of assets and eventually go bankrupt. For a country that resorts to borrowing just to run its government will be forced to sell off it national assets and eventually becomes a client state of the country that is lending them money. In Pakistan’s case it is now a fully indentured state of the United States by borrowing money from the IMF.
If Pakistan,s external debt was only 26 billion dollars then it’s not a problem but it’s massive over 150 billion dollars and debt interest payments for this year only is over 26 billion dollars

Is it possible as a debt+interest management strategy to inflate the GDP somehow? I remember (hopefully correctly) an example from Nigeria when they fuddled their GDP numbers, stating that they have improved their data collection process for GDP. Their GDP increased by something like 40-50% overnight? Pakistan does have a grey economy that is estimated to be 40-100% of the documented economy size. Perhaps improved and expanded documentation of the undocumented sectors can help inflate the GDP quickly enough to better help manage the debt and interest. EDIT: Just a disclaimer. I am NOT proposing to manipulate the numbers. I am asking if improved data collection can result in improved GDP numbers, and can those improved numbers help in debt+interest management in the short-term?
Yes, better data collection can increase GDP and help with debt. However, risks include Inflated numbers can lead to poor decision making because they don't reflect the real economy. Grey economy is grey no matter how formal we try to make it unless we make people actually adapt to formal economy.
