In response to the first part; Since God is eternal, omnipresent and omniscient, and all time is open to Him as a single eternal instant would He not have seen the Fall and sin and allowing as He it also forsees the Incarnation of His Only Begotten as the fitting answer? In other words, from God`s perspective, it is a false dichotomy. Is this reasonable?
God from eternity desired a man to walk perfectly as the perfect example of how to live. God looked out over the whole span of time, of all humans that would ever exist and saw none that would live the perfect life, the perfect example. Finding no one that could be the perfect example and live the perfect life, he did it himself. He incarnated. I speak in tenses because I don't want to write this as if from God's eternal perspective, but you can imagine rather that God always knows it this way. Why 2000 years ago? In all time, God only saw one woman who was perfectly enough to be the mother of God, and she happened to be Mary that lived 2000 years ago. Had the only woman lived only a 100 years ago, then that is when Jesus would have been born. So he saw the fall and he saw the answer.
Why read human authors who have no conception about the God of jesus Christ. Regards these propositions and no solid facts of what faith is. Jesus cannot give knowledge in a unregenerate person. God knows the hearts of all men. Aquinas or any scholar or rabbi or priest or Saint can know our conditions of every person. Isaiah 63 v 16 he is our true Father knowing our true condition.

What makes you think Saint Thomas Aquinas has no conception about God? He's now experiencing God directly and eternally.
