The road from the border to belfast needs serious upgrading from dual carriageway to proper motorway like the republic.

nope, it's just a toll plaza, as ROI motorways are tolled
NI/ROI border crossing is around 3:25-3:30 (you can see it by looking at the colour of hard shoulder lane and warning signs' shape)
