@@cliffrichard5950 FEDERALISM. Almost all of Cebu's projects from the past till now are from PPP. BUILD3X BULLSHIT never hit us. They mainly focus on Manila and Davao. We are just MILKING COWS. We're one of those who pays higher tax.

Next project sa Cebu sana cable car or funicular from Lahug to top of Cebu .and top of Cebu they will make a lot of fancy restaurant overlooking Cebu watching the sunset grabe dadami tourists Cebu will be on the top gyud..then yung mga Heritage plaza independecia .renovate it like a Spanish ambiance. Ma pa wow ka talaga and it will boast tourism and income put fountain and tiles floor like in Spain
And put a large Cebu City letters up on the local Mountain like the Hollywood sign in Los Angeles!
And strict implementation when it come to sanitation. World Class na!

And they need to make a block letter sign that reads Cebu City with a big cross in between the words Cebu and City. The whole thing will light up at night with the ability to change colors and will be situated on top of the local mountain range where all can see it throughout the city of Cebu. To God be given all the glory!

Nice... but too bad, 60 - 70% of Cebu's revenues goes to nat'l govt.. Cebu, & together w/ nat'l govt's regional arms, already finished the vision & plan for mass transport systems since the 1990s & been updating it, but the greedy nat'l govt constantly failed to provide funds for its implementation...
Even if those were already implemented in the 1990s, it's already late, how much more on 2000s & 2010s. If I remember, only the BRT is undergoing on 2019, & Cebu Monorail is still in pre-construction stage...
Even if all Cebu LGUs are honest, that still is not enough, plans wud remain plans w/out enough money to spend to.. Had the Philippines were federal, Cebu would've retained the larger share of her own revenues (say 80%) & get to fund on her own w/out waiting for the nat'l govt when to return what's hers from the start... as well as regain needed govt powers to execute projects
