I honestly believe that Spencer is worse then Wesker simply for the fact that the latter was made to be like that by Spencer. All the unspeakable things that Wesker did were set in motion indirectly by him, all the atrocities that Umbrella and people like Birkin or Alexia did where all thanks to him, every death and tragedy caused by the bioweapons can be traced back to Spencer and his twisted view of progress and Darwinism. Wesker was just his spiritual successor and enforcer of his vision but he was the one that started everything.
