The assumption, when people say 'stop complaining and start doing' is that people exclusively complain and otherwise just sit there. It is an innate part of English culture to complain. I complain about my guitar not being in tune, but it doesn't mean I should just cut the strings off and start working on a flute. It means I tune the guitar.
