They wanted to get slipstream from other cars in order to get a better qualifying time. Passing someone and trying to qualify in front of them means you're going to be going slower than you could, and helping them to go faster. No one wanted to pass, they wanted to be behind everyone and get the best slipstream. Everyone wanted to be in the back before their final qualifying lap started, so everyone slowed down and they all ended up missing their chance anyway.
I still dont seem to get it. I get that they dont want to lead if the best time gets the position but I just dont understand why they would all be going that slow. Was there some other confusion with the drivers all doing the same tactic? Video wasnt very clear on what the problem was..
That was the teams withdrawing from the race because the tyres were unsafe - a technical issue that became a farce, not like here where it was just a farce :P

Yes. The Europeans call it "sliptreaming", we call it "drafting"....same deal
Basically, slipstreaming is the term for real racing, not driver round and round on ovals.
