You need send the command "CONFIG SIGNALGROUP 2" to enable E6 signal, and use the command "CONFIG PPP ENABLE E6-HAS" to enable HAS
The table at 6:10 is lacking the QZSS L6P constellation.
UM980 supports QZSS L6E for MADOCA-PPP，UM980C supports QZSS L6D CLAS ，QZSS L6E MADOCA-PPP and L-Band. But it need a new firmware，after 3.2025
