I think they had the WR before broken by GBR. And they are always ready to upset the favorites if those favorites underperform. At Tokyo Olympic, GBR still had Adam Peaty who contributed much to the team that enabled them to win the gold.
Xu Jiayu is two times world champion (2017 and 2019) and silver medalist at Rio 2016 Olympic in 100m backstroke. So, no surprise with his performance. Qin Haiyang is the one that has massive progress in breaststroke.
