just got a scooter for my dog to pull and it has these brakes and came unassembled. After I put mine on the front brakes doesn't grip enough and the rear brakes is very tight. I can press the two parts on either end of the spring together easily on the front brake; the rear brake I have to strain to compress the spring with the two "brass" pieces. Will this adjustment you're showing help?

You don't want the brake lever to go almost to the handle bar, that's bad advice. Brake should be engaging about half way
