It's so sad that such young accounts go down such a dark path before even learning how to play.
His ping jumping up to 1000 after being autobalanced might be a sign of the Fake lag cheat, since that's usually what the ping caps out at. If you see a player with that high of a ping and they're hitting every shot, it's a cheater.
When there's a cheater, just randomly say "nice toggle" or something vague without saying their name. Try not saying it right after dying or killing them. Say it out of nowhere. They usually end up assuming you were directly addressing them despite not even saying their name or interacting with them recently.
vorobey is basically the anti-cheat for the game, nice vid.
Honestly I can't believe this happened. I mean at least its not as bad as bot snipers but this just makes me sad. If only they had played the game and found its true beauty within the community :)

I hate cheaters man. They are the lowest of the low (Especially when they try and hide it)
It may be hard to defeat a cheater. But it's nigh impossible to defeat an actually skilled player
When I was 15 I tried getting cheats for tf2, got a virus, and my laptop had to be reset.

It's so sad, when I was a noob a few years back I used an achievement manager because I thought all cosmetics were bound to achievements. Then when I started playing, tf2 went on to become my favorite game of all time. And removing achievements is broken, now I have the achievements but it still shows that I haven't met the requirements. It's honestly quite funky
