Hmmmm…..here in Georgia, passing is allowed in all lanes on multi lane roads. And if you have people passing you on the right, then that should be your first clue that you need to get the hell over! Otherwise, YOU can get a ticket for impeding traffic. And yes, I’ve seen that happen.
On 3-lane interstates it might say Keep Right but most just hang in the middle lane so I guess passing on the left or to the right is legal, everyone sure seems to do it.
In Michigan, you can legally pass on the right if the highway is 6 or more lanes. You can also legally hog the left lane (I-94 in Belleville where you recorded is an example) On roads with 4 lanes, it’s keep right except to pass (like US-23 or most Michigan interstates)
That is a strangely inferior law to variations of “slower traffic keep right” laws. It invites unnecessary congestion and higher risk passing. Keeping right unless passing seems safest and most logical ordering of traffic and reducing variability in human behavior that causes congestion and accidents

In Wisconsin passing on the right is explicitly permitted under Wis/ Stat. 346.
