God, what a good concept. I’m picturing Haymitch slamming back a glass of whiskey after each shot of a mentee being lost, the bang of the glass on the table leading straight into an explosion that takes his mentee from him, and their bodies falling leading again into him picking up his glass once more, this time with more liquor in it- until the end of the scene where’s he’s discarded the glass entirely and just swigs straight from the bottle.

This is a really cool concept! I would love to see flashbacks to his games and what it was like during the Capitol around the 50th games too.

One scene should have one of his mentees really close to winning, like final 2, but then they lose and die

I loved your narration, but the theme of the 5th installment is propaganda and how easily the majority of population is governed and controlled by a few with power.
    Your synopsis is off.
Also, Haymitch was inspired to really help Katniss and Peeta once they were on the train where Katniss threw a knife to stop Haytch hand and landed it between his fingers. That's when he saw there was fire in them and decided to play along to help them in the arena.

Well, it's a personal pitch, what I think would be most interesting, not what I thought was going to happen. I appreciate you watching though, thank you!

this would be a terrible movie with bad pacing, you can send a message but you also have to sell tickets. I think the opening and young-ish snow is a good shout. But then slow down, make the audience like Haymitch, give him personality (even if it's sarcastic quips) Throw in some 12 lore for book fans.
Then introduce his first mentees, have them be likeable and have Haymitch be hopeful and optimistic about them winning despite being from 12. Trick the viewer into thinking the same even though they know better. Have them die immediately. Haymitch starts to drink.
Some scenes showing his alienation from the capitol and the rest of 12. More of his mentees die in ways that further trigger nightmares and PTSD allowing us to see scenes from the gorgeous utopia arena he fought in that fans love. He drinks more, the nightmares lessen, the tributes blur together, he goes from sweet and optimistic to cold towards his tributes. They continue to die.
At some point a young Effie Trinket appears when Haymitch is in the capitol, they start out irritated by eachother but eventually have entertaining back-and-forth flirtation. He won't let his guard down though and certainly not for a capitol citizen.
His drinking gets him in trouble with the capitol, maybe he accidentally makes a mockery of things or says something he shouldn't and THEN he's punished by Snow threatening his tributes or Effie. He should make friends with a morphling for some good writing about addiction and trauma. Maybe we see him bond with other victors through the years.
His alcoholism starts to make him ill, heightening the stakes, and he continues to be cruel towards his trubutes until one year, maybe a decade or two before the 74th games, he gets a pair who don't seem promising but are good natured and likeable. Haymitch does not bother to negotiate them any sponsors, one of the pair make it to the final battle only to die as a result of Haymitch's lack of sponsorship. The guilt near finishes him off. I don't think it should end on a depressing note though. Maybe a relevatory one or a hopeful one. Maybe he sticks it to the capitol in some way by continuing to exist. I also don't think it should end around the 74th reaping. Movie should only span during his like 20's.
