Well like any energy, if it's intense enough it can be like a grill. The wavelength fits somewhere between "microwave" and "infra red". At long range, it causes stinging pain and causes the person to run off. If it was abused and someone was chained to the wall with this thing at point blank range with the juice cranked up, well first of all it would probably feel like the "cruciatus curse" from Harry Potter, and your skin would become red, and even blister with first degree burns and maybe more. You might also get damage to the surface of your eyes, although you'll probably shut them and your eyelids will take the brunt of it. So yes, it has the potential to be harmful - even lethal if used like this, but for the intended use, it just causes pain. I will add that the wavelength was chosen carefully to not go through the skin. With microwave oven waves, they can go through the skin and can heat internal organs to dangerous levels before there is significant pain response, so you want to stay clear of the 3 GHz range, but this is more like 95 GHz, so a wavelength of 3mm. It penetrates deeper than infra red but not very far.
The Australian government used this on their people at a protest, and many made videos showing they were blasted with heat, eyes yellow instead of white, skin burnt, drained. The biggest issues is your eyes, we don't have any optical nerves to sense microwaves so these things can literally boil your eyeballs and blind you without you ever feeling it. You'll feel your skin heat up but you wont feel your retinas becoming permanently scorched and it can cause eye damage long before you get bothered enough by the heat on your body to actually move. If you ever get hit by one of these make sure to shield your eyes or face your back towards the direction it's coming from but yeah these are dangerous, no chance of causing cancer or anything like that as people keep trying to claim but they can blind you or at least cause permanent eye damage when used for too long. The actual heat isn't too bad, it's like standing next to a campfire and it never actually penetrates beyond the surface of your skin but it can be irritating and somewhat painful just like getting too close to a fire, the damage it does to your eyes is the real scary part and why you don't see these adopted as a standard for crowd control. A couple years ago i think this was being used on me. I could literally smell burning flesh. It was like a cloud of smoke lingering over the town and when i went into the grocery store the smell was wafting into the place. I was being fallowed by gang members and i thought there was some kind of military presence there. People were helping me but i felt like i was in extreme danger and i fled town. I had this radio chatter in my head and it wouldnt stop until i did some research and made major changes in the clothes i was wearing then instantly it was like it almost stopped or greatly reduced. I remember being inside a bank(i was worried about my account) there was this really loud humming noise inside there. I think gangs and organized crime have (had) access to this tech and ive seen other vids where they had homemade version made from a microwave oven.
Oh, that's some of the stuff that is used on 'targeted individuals'. There are other tactics used too, like the ability to cause severe migraines, heart attacks and strokes....and more. I don't know.....they probably need to keep using this equipment on our own innocent people here. Nobody believes that this is being done.....but it is.

A weapon, such as a loaded gun, is a lethal weapon no matter where or how it is carried because the intended use of it is to cause serious bodily harm or death. However, a gun loaded with baton rounds is a NON lethal weapon because it's intended purpose is to cause pain but not serious injury. You're very unlikely to get cancer from microwaves, which are a non-ionizing form of radiation. What's more disturbing to me is the ability of this system to cause extreme pain without leaving any physical marks. The ADS might see more use in the interrogation room than on the battlefield.

Take for example the radioactive tracers used in PET scans it's injected straight into your blood but does not cause pain. The way the microwave gun works is by hitting the molecules in your body and causing them to heat up. No cancer but instant pain due to the rapid scalding temperature reached in the skin.
