a mechanic i know that works for a diesel shop told me that he use to test it out. he would clamp down the liners and then not clamp them down and he said he's never gotten a different measurement only when pulling a head thats been on a truck and ran for a while. said he tested it out on a new installation with new seals and he always got a different measurement. im sure clamping it down everytime would eliminate any doubt.
with the current low price of some of the trucks out there getting a new to you truck may not be a bad choice, not sure i would sell off your old truck though. nothing wrong with having a back up plan sitting in the back yard, i have 2 at the moment.

I use copper compression washers instead of the nomal sealing washers, they seem seal better
i read in the manual they offer a "optional" extra washer at the bottom. i guess i "opted" not to. lol
Generally Torque liners down then check protrusion
