Udo isn't underrated, it's more the case that european bands are almost completely unknown in the US - even when they fill stadiums on this side of the ocean. Accept were one of the biggest acts european metal head in the 80s.

He was in Germany like Ozzy was in England and Frank Zappa or Alice Cooper were in the US: to really matter, you had to play with him once. But seriously: he gave the chance to a lot of nice musicians to start on the stage.
