did you know that Silent Hill is based on a real story? there's a town named Centralia in Pennsylvania. in March of some year (I never, ever remember the years :D), they sent some firemen to get rid of rubbish (the townspeople were throwing it on one place next to a graveyard). so the firemen just burnt it. but, that's the biggest mistake they have ever done. nearest coal-mine caught on fire. they tried to evacuate the townspeople, but 12 remained there. it is said that they became phantoms later. so, to say it short, there's 52 years old fire under the town and scientists think that it'll burn for another 112 years.
Not really, none of Silent Hill games are based on real life. The film version either, but the town of Silent Hill for film version was inspired by the real life town. The real life town as you mention got some similar to Silent Hill.
In the original game, the fog actually had nothing to do with coal mining. It was unusually cold and snowing in early August. That was it, the story behind the fog, beyond that its an unconscious trek in which reality and the subconscious cross.
