Actually, I just went through a few more videos, and it looks like he might be using the Enhanced a Bit Vanilla Minecraft texture pack for 1.20. The other mod did not work with the animations from Fresh animations.
Completely disregard what I said about the last two things, even though they do add the look. The Fresh Animations resource pack makers have an additional extension that adds this look to the horses. It is called Fresh Animation Extensions. Just make sure that it is above fresh animations for it to work in your resource pack list in the game, and you should be good.

Fire Rekindled. It retextures vanilla explosion but to see them, you need to go the config of explosive enhancement & turn on vanilla explosions.
