The players cant directly choose the stage, they only can of they play the Arcade mode separated, which is annoying cuz they want to play. Thats why its the game system
On Fightcade they can choose the stage. As each stage runs at a different speed (even offline), and Cammy's stage provides a nice balance of not too fast and not too slow, that seems to have been settled on by the community.

I feel a bit sad seeing this is like the most common stage for the sets because of the game system, the other stages are so good too

I don't know what you mean. Can you explain? I always thought they played in England because the song is so fire compared to the rest.
