It is for these switches, however do a search on amazon for ones that do not require a neutral line, see some here amzn.to/3TL9m4G just confirm in the title/description it's one that doesn't need it.

Double check your wires, these do require a neutral line, maybe even try the old switch again if possible to ensure it's not's an issue with the smart switch itself. If it doubt get an electrician to check it out as well. I've had one check a switch I was having issues with.

When I try to connect it says device adding timed out? I’ve reset it and it blinks red for like 10 seconds when the app is looking for it

The blinking light should mean it's ready to pair. Confirm your wifi network is using 2.4Ghz as these switches do not support 5Ghz. The app should tell you if your phone is connected to a 2.4Ghz network or warn you if not, but that's the only thing coming to mind to try currently.
