After watching this video natutunan ko na need ng Agricultural and Biosystems Engineering every municipality and under ito ng supervision ng LGUs. Also may standards sila dito na dapat licensed agricultural engineers ka. Additionally in this act as the presenter mention yung mga PAES na kung saan nilalaman nun yung mga guidelines for the design, construction, and operation of agricultural equipment such as irrigation systems, tractors, and other machinery.
Gito, Magizel R. We are student of BSABE and soon we will become a professional engineer. It is important for us to learn this Agricultural Engineering Profession. We can give a lot of contribution to the LGUs because we have the knowledge in agriculture. Having an agricultural professional on the LGUs will help them in assisting the farmers and give them knowledge on the productivity and sustainability. They will help the farmers to adapt the modern agriculture to have a more productive and sustainable farming.
Jenkins Alan Paloga What I learned about the video, is that the DILG Memorandum number 2008-167 is a policy that aims to promote and develop Agricultural and Biosystems Engineer practices in the Philippines by requiring the hiring of Agricultural Engineer on every Municipal in the country. The video also explains the role and duties of IABE on 0:52 which are the planning, designing and management of research extensions as well as the buildings, structures and irrigations. On 14:10 the reporters explained the guidelines in implementing the provisions of the memorandum which state that all local government unit must have Agriculture Engineers to plan and designs of Agricultural projects like agricultural structures, irrigations, machinery pools and many more. With that is the seal which contains duration of validity of the license and the professional license number, and professional tax receipt. It needs to be there because if someone seal or signed a project without it and the project doesn't go well, there will be penalties 15:40. The reporters also the duties of Agriculture engineers and their salary grades 17:30. The penalties if the prohibited acts in this memorandum was also mentioned which is the 50,000 to 200,000 fines and the imprisonment of 6 months to 3 years. In the end the video taught me about how the memorandum order aims to promote the Agricultural Engineering practices, and what are the policies regarding it.

Ernest Romuald B. Morong This video shows us how the government aims to implement provisions that promote the efficiency and productivity for those who work under the engineering profession. I also learned that the PAES standards that we learn in ABE also gives a portion of credit for its purpose and creation. This law aims to solidify the purpose of engineers in our industry
MAGNAYE, NEILSON S. Agricultural engineers play a crucial role towards achieving sustainability in agriculture and ensuring food security. During previous years, when the agricultural engineering profession was new and not stabilized, it was always neglected. It is always compared to other engineering professions that are high-end like civil engineering. If we are going to see situations in society, people will realize how agricultural engineering greatly contributes to the development of society. If we observe keenly, agricultural engineering is more than what we can imagine. They are there to design and help farmers for their irrigation system. They present themselves to give notable services and share their experiences and most importantly they are one of the soldiers of the field of agriculture who never stop aiming for excellence while contributing to the sustainable growth of agriculture as well as for the country’s economy.
Domincil, Novie Ann D. Learning about the Institutionalization of Agricultural Engineering Profession in Local Government Units (DILG MC 2008-167), I discovered how important agricultural engineers are for rural development. This memorandum aims to integrate agricultural engineering into local governance, ensuring that communities have access to expertise in improving farming practices. It highlights the role of engineers in enhancing agricultural productivity and sustainability. I also learned that this initiative supports local governments in addressing agricultural challenges effectively. Overall, this institutionalization helps empower farmers and promotes better resource management, which is essential for food security and economic growth in rural areas.
CACHO, GRACELYN V. The institutionalization of the agricultural engineering profession in the LGUs will greatly impact the agricultural industry of the Philippines. This act focuses on the licensed and registered agricultural engineers including their duties and responsibilities that will help in the improvement and development of agriculture sector of the country. Additionally, as an agricultural and biosystems engineering student and as a future AB engineer, this law made me realize how important my role is in sustaining, developing and improving the agriculture. Additionally, this act gave me an understanding and knowledge to where field I will go after I finished my degree.
Jose, Jeneth B. I have learned about this act is that the DILG Memorandum Circular 2008-167 institutionalizes the Agricultural Engineering profession within Local Government Units (LGUs) in the Philippines which mandates LGUs to employ or contract qualified agricultural engineers to support agricultural development programs. The circular emphasizes the crucial role of agricultural engineers in planning, designing, and implementing agricultural infrastructure projects. This includes irrigation systems, post-harvest facilities, and farm-to-market roads. The goal is to improve agricultural productivity and efficiency at the local level through sound engineering practices.
Equias, Alex V. recognizing the need for professional agricultural engineers at the local level, ensures that LGUs can better implement agricultural projects and address the specific needs of their communities
Michele Seno I learn in this DILG MC 2008 - 167 is a memorandum that aims to provide guidance to local governments for improving their services and systems. I learned that every word of local officials is important in ensuring order and prosperity in our community. The policies and measures laid out here help to improve public services, for the beauty and order of our environment, to improve the distribution of projects, and to provide a better and proper life to the citizens. So we must keep in each one is fine. Focusing on proper governance and being responsible for our social roles is important.
Ragas, Kristene Mae L. From the Institutionalizing of Agricultural Engineering Profession in the LGUs (DILG MC 2008 - 167), I learned that agricultural engineers play an important role in local governments. This directive says that local governments should include agricultural engineers in their teams to help plan and manage agricultural projects. Their technical knowledge is key to improving farming practices, managing land, and solving problems like soil erosion and pest control. By having agricultural engineers in local governments, we can better support farmers and make sure rural areas develop sustainably. It showed me how important these professionals are in shaping policies and projects that benefit both farmers and communities.
Valiente DILG MC 2008-167 gave local governments rules for better planning and management. It helps improve services in communities and made sure resources were used wisely. The memo also encouraged local leaders to focus on good governance, which helped make local areas better and more organized for everyone. With this memorandum, LGU’s we’re encouraged to have professional engineers to enhanced crop productions and produce quality infrastructure having the standards that will help the community from the food security to the economy’s growth.
GATARIN, MARCO VINCENT G. I learned that institutionalizing the Agricultural Engineering profession in LGUs is important for improving agricultural productivity and sustainability. Agricultural Engineers in the future like me help in planning and implementing programs related to irrigation, farm-to-market roads, post-harvest facilities, and other infrastructure. As mentioned by the reporter, it ensures that farmers have the right tools and support to increase their yield and income. It also promotes innovation and efficient use of resources. I realized that having Agricultural Engineers in LGUs can greatly benefit local farmers and communities, making agriculture more modern, sustainable, and profitable.
Cleofe, Kate Lesley R. Just like my conclusion, the employment of licensed agricultural engineers will improve the agricultural planning in the country. As an ABE student, knowing that we have this law, I won’t worry about having a job that is not aligned with the field I’m in. Moreover, it will open more ways to better agricultural practices that could contribute to economic growth. By acknowledging agricultural engineering in local governments (LGUs), the memorandum ensures that LGUs have the necessary skills and knowledge to improve farming, build better infrastructure, and boost economic growth in rural areas. This helps provide better services to farmers, supports sustainable agriculture, and provides job opportunities for agricultural engineers.
Macaraig, Diane Kaye P. The circular highlights the value of current certifications and licenses, it recommends that agricultural engineers actively participate in Continuing Professional Education programs. All things considered, the memorandum asks Local Chief Executives, Sanggunians, and DILG Regional Directors to work together to make sure that the agricultural engineering profession is successfully implemented in LGUs.
Balancio, Joan M. What I have learned from the DILG MC 2008-167 is dapat lahat ng LGUs what I mean is in very municipality like in Naujan or in Calapan (DA-RAED) ay mayroong one registered licensed Agricultural and Biosystems Engineer to ensure the planning, designing and maintenance of the structure/building.
Tijulan, Herthel Diadem N. As an employee in the near future, particularly soon to be an agricultural and biosystems engineers, we must be aware if what kind of work we are going to deal with. Before applying a job into an agency, company or government offices, we must have the skill and knowledge on the specific field we are applying for in order for us to be productive and competitive in work. We must also be aware that the agency we are going to apply with, also sets a standards and qualifications of what kind of employee they are going to hire. All of those things are being discussed in this video. I also learned that every municipality in our country needs a licensed agricultural engineers to promote and develop a more sustainable agriculture. Here is why the Institutionalizing of Agricultural Engineering Profession in the LGUs ( DILG MC 2008- 167) sets a standard before hiring one. According to the memorandum, the legal basis of hiring a professionalize agricultural and biosystems engineering is under the supervision of the LGUs. On the other hand, the agricultural engineers must function as what is on the lists of their roles in infrastructure development, environmental management, and agricultural productivity.
Malabanan, Mark Lowie F. I learn in this act that LGUs must have licensed AEs to plan, design and supervise the implementation of irrigation, FMR, post harvest facilities and other AE projects. Reallocation of Agriculturist and Other Positions performing AE works into Engineer Positions, Creation of Agricultural Engineer Positions in the Agriculture and Engineering Offices of LGUs ,Appointment of licensed AEs to Head the LGU AE Groups and AE positions and Capability Enhancement of LGU AEs through CPE
Richell Monaliz Roxas I learned from this video that the Philippine Agricultural Engineering Act of 1998, which serves by and under local government units to improve agriculture towards better services and infrastructure. A licensed agricultural engineer shall plan, design, and manage aspects such as irrigation, farm-to-market roads and post-harvest facilities to improve efficiency, safety, and compliance with Philippine Agricultural Engineering Standards (PAES). This results in increased production and benefits to farmers, improved service delivery for local governments, and the expansion of opportunities under this law for engineers. RA 8559 points out the importance of collaboration among local governments, the national government, and other stakeholders in realizing the full potential of this law and, ultimately, promoting sustainable agricultural development in the Philippines.
Lidem, Paul Robin H. DILG memorandum circular no. 2008-167 encourage LGUs to integrate the expertise of AGRICULTURAL AND BIOSYSTEMS ENGINEER for agricultural matters. This will ensure that every LGU was aligned with the goal of the government with the agriculture sector. Having experts who truly understand what to do for that specific job or project can greatly affect its outcome and also it will be more efficient if the one who is in charge is knowledgeable on what the job is for. Memorandom circular 2008-167 is a big help in promoting Agriculture and Biosystems Engineer profession as its highlights the role of such in our government.
DILG MC 2008-167 allows LGUs to have agricultural engineers who help with projects like irrigation, farm-to-market roads, and using modern technology. Its goal is to improve farmers’ harvests, reduce losses, and protect natural resources like land and water. With the help of experts, agricultural programs are easier to implement, and farmers get better infrastructure and government support. This helps improve farmers' livelihoods and contributes to the development of rural communities.
Estidula Kimberly Gwen M. The DILG Memorandum Circular No. 2008-167 was issued to institutionalize the agricultural engineering profession within Local Government Units (LGUs) in the Philippines, specifically focusing on areas such as planning, designing, supervision, and management of agricultural, fishery, and forest machinery, buildings, and structures. By enacting of this act it can ensure that the agricultural projects in one locality such as irrigation system, farm buildings, and farm to market road are designed and well implemented by qualified professional.

I learn in this DILG MC 2008 - 167 is a memorandum that aims to provide guidance to local governments for improving their services and systems.

DILG MC 2008-167 gave local governments rules for better planning and management.

Reallocation of Agriculturist and Other Positions performing AE works into Engineer Positions, Creation of Agricultural Engineer Positions in the Agriculture and Engineering Offices of LGUs ,Appointment of licensed AEs to Head the LGU AE Groups and AE positions

I learned from this video that the Philippine Agricultural Engineering Act of 1998, which serves by and under local government units to improve agriculture towards better services and infrastructure.
MACALELONG, JAY A.
Dela Roca, Mark Kiven M.

The DILG MC No. 2008- 167 emphasizes the importance of the professional agricultural engineers with regards to agricultural concerns. As stated in my conclusion; by institutionalizing such knowledge in the practice, the circular serves to enhance the success rate of farm programs while meaningfully contributing to the achievement of sustainability and food security for the country. This is to make sure that every Local Government Unit is aligned with the national goal when it comes to the agriculture sector. Projects, facilities, and activities in relation to agriculture shall be managed and performed by a duly licensed Agricultural Engineer in their respective areas of jurisdiction.
This law discusses the institutionalization of the practice of agricultural and biosystems engineering in the country. Local government units (LGUs) should ensure that planning, designing, maintenance, and other activities related to agricultural and biosystems engineering are performed only by a licensed AB engineer. The law also highlights the duties and responsibilities of AB engineers according to their position titles.
Charles Mathew H Quimson
The Philippine government, through the Department of Interior and Local Government (DILG), has consistently sought to strengthen the role of Local Government Units (LGUs) in delivering essential services to their constituents. This commitment is reflected in DILG Memorandum Circular No. 2008-167, which focuses on the area of agricultural engineering. This circular, issued on November 11, 2008, aims to institutionalize the agricultural engineering profession within LGUs, ensuring that qualified professionals are integral to the planning, design, implementation, and management of agricultural infrastructure and systems. The circular builds upon previous efforts, particularly DILG Memorandum Circular No. 2001-25, which encouraged LGUs to support the implementation of Republic Act No. 8559, the "Philippine Agricultural Engineering Act of 1998." By providing clear guidelines and emphasizing the importance of licensed and registered agricultural engineers in LGU operations, this memorandum circular seeks to enhance the efficiency and effectiveness of agricultural development programs across the country.

situation? Modern day world results to modern problems and agriculture is getting affected too. The agriculture serves as the backbone of the Philippines for it provides
foods, jobs, and incomes for million of Filipinos living here. Due to evolving world,
agricultural sector are getting behind. Many farmers locally struggle when it comes to
outdated farming practices, poor infrastructure, and limited access to modern
agriculture which decreases farm productivity especially in rural areas.
To solve this kind of issues in our country, the government implemented the DILG
Memorandum Circular 2008-167. This memo aims to institutionalize the role of
Agricultural Engineers in Local Government Units to ensure that the locals and the
locality can have a technical experts when it comes to agriculture. Either in terms of
agricultural problems, agricultural systems, or implementation of sustainable farming
practices in the locality or municipality.
