In a county prone to natural disasters, this Act helps reduce the risks when disasters happen. Since it focuses on preparedness, response, and recovery, it reduces the impact of calamities in the country. I remember the earthquake drills done in the schools as a part of spreading awareness. But then, after all of these awareness programs, the impact of calamities was still huge. I think funding for programs involved in housing that could withstand these disasters should also be what they need to focus on. Even though housing plans are not entirely under this law, I think the government should see this problem as also a preparedness program for disasters.

Our country are experiencing many typhoons every year because of its geographical location. According to this video the agency responsible to oversee the compliance of the community in risk reduction management is the National Disaster Risk Reduction Management Council and they are also tasked to formulate plans, programs, and set up national system to alert the public. We can’t really stop those natural disasters from occurring. But, the thing we could do is to reduce its impact. Generally, the Republic Act No. 10121 aims to strengthen the country’s resilience to natural disasters and ensure that there is proper management. In Naujan, as a flood-prone municipality in Oriental Mindoro, dike projects are established in partnership with LGUs and MDRRM. The progress is taking long but it is continuous and not abandoned.

Ang batas na ito ay makakatulong para mas mapaunti ang posibleng maapektuhan ng mga sakuna. sinabi sa batas na ito ang pageestablish ng LDRRMO o Local Disaster Risk Reduction and Management Office na maiestablished in every provice city or municipality at PDRRMC naman sa bawat barangay. Ang dalawang ito ang magmamanage ng disaster management and preparedness sa bawat kanilang nasasakupan. Sa lahat-lahat ang batas na ito ay naglalayong protektahan ang bawat Pilipino sa mga sakuna kahit saang panig ng bansa.

- Ang RA 10121 o Philippine Disaster Risk Reduction Management Act of 2010 ay batas na naglalayong palakasin ang kakayahan ng bansa sa pagharap sa mga sakuna. Binuo nito ang National Disaster Risk Reduction and Management Council (NDRRMC) para maplano, makapaghanda, at makapagresponde nang maayos sa panahon ng mga disaster , ang batas din na ito ay
nagtatakda ng mga prohibited acts na naglalayong mapanatili ang kaayusan at kaligtasan sa panahon ng mga sakuna. Kasama ng mga ito ang mga parusang ipinapataw bilang penal sanctions sa mga lalabag sa mga probisyong itinadhana ng batas. Ilan sa mga pangunahing prohibited acts ay ang
dereliction of duties, aghadlang sa pagpasok at pamamahagi ng relief goods sa mga apektadong lugar at ito naman ang ilang kaukulang penalties kung sakaling malabag ang batas multa ng Php 50,000 hanggang Php 500,000, pagkakakulonh ng 6 na taon at 1 araw hanggang 12 taon.

This act provides for the development of policies, plans and implementation of actions and measures pertaining to all aspects of disaster risk reduction and management, including good governance, risk assessment and early warning, knowledge building and awareness raising, reducing underlying risk factors, and preparedness for effective response and early recovery of the community from the disasters. National Disaster Risk Reduction & Management Council (NDRRMC) is the agency which will lead the implementation of the act, and there should also a Barangay Risk Reduction Committee in every, barangay which will be responsible for setting the direction, development, implementation and coordination of disaster risk management programs within their territorial jurisdiction.

Pangatlo ay ang Disater Response na tumutukoy sa epektibong pagresponde aat pagbibigay ng tulong sa panahon ng kalamidad. At panghuli, ang Disaster Rehabilitation and Recovery na sumasaklaw na sa pagsasaayos ng mga lugar na naapektuhan ng kalamidad at pagbabalik sa normal na pamumuhay. Sa ilalim ng batas na ito rin ay Itinatag ang National Disaster Risk Reduction and Management Council (NDRRMC) na nangangasiwa sa lahat ng aktibidad ng DRRM sa buong bansa. Binibigyang-diin ang papel ng mga mamamayan at civil society organizations sa pagpaplano at implementasyon ng mga DRRM program.
