One thing that almost all villains do that annoys me a lot is when they capture the hero. They have a perfectly good opportunity to kill the hero but they will ignore it. They will either try to kill the hero using some sort of stupidly elaborate trap or just keep the hero locked up.

honestly its not always a bad plan. making somone watch you do something evil is more satisfying than just killing them it worked in the first movie of the latest run of startrek movies...well kind of.
One other line I can think of villains saying is "WHY ARE YOU BETTER THAN ME!?" Where their beef with the protagonist stems from either jealousy or their own twisted image of a rivalry. For examples, I give you Rafe Adler from Uncharted 4, and Goro Akechi from Persona 5.
Another thing almost every villain says: "No, it's impossible, how could you win this?!" or something along these lines funnily enough, villains always seem surprised that the protagonists win, like they didn't even bother to check if that plan of theirs was foolproof or had any flaws (which, if we're talking cliches, usually pretty damn obvious)
Wait, if only villains monologue, does that mean Rob is the villianiest villain of them all? He has literally been monologueing for years! I suppose this is no revelation to anyone, given his GTA5 taxi service, but damn! I wouldn't be surprised if the Access studio was situated in a live volcano on a tropical island somewhere outside Manchester...
