That glitch you've discovered is called delay scrolling! It's used in the TAS to skip a bit of Bubble and Air Man's stages, as well as the dragon fight in Wily 1. It's somewhat poorly documented, but from what I've discovered, the glitch needs the perfect storm of lag (like you said) and the sound code doing certain things. Don't ask me WHAT certain things, though, because it seems to be completely arbitrary. I just use a lua script that spits out a bunch of numbers at me, and I play around until they line up nice.
I guess you know this, but the ROM ordering of the bosses is H A W B Q F M C.
This also goes for the weapon select menu, the boss stages (relatively), the boss-room teleporters in Wily Stage 5, and the password grid.
So Heatman's Stage leads to Wily Stage 1, Airman's Stage leads to Wily Stage 2, etc.
If any stages lead to Wily Stage 5 or 6, it would be Quickman's or Flashman's Stages.

Quick does lead to the refight teleporter room, but the game crashes if you get the scroll. If you enter the Quick fight from above the screen, you'll end up in the ground, and can make it there in "parallel universe" mode, if you know what I mean.
Flash does lead to the Alien cave, but there are two screens of garbage between Flashman's room and the cave which, afaik, are impossible to traverse. Zipping doesn't work quite right inside those ice blocks.
Crash and Metal both lead to some shitty garbage data.

Since you know so much about the internal workings of the game, I have a question for you:
Why is it some weapons completely restore a boss's health? For example, using Crash Bombs on Heatman, turning certain weapons against their owners, or using anything but Bubble Lead on the final boss?
And why is it there is no graphical or sound effects when this happens?
My guess is it's a large negative number in the damage table (perhaps an Easter Egg thrown in there by a programmer), which is subtracted from boss health and clamped to a full meter. The hit is handled as damage for a positive number, a ping for a zero, or quietly absorbing the projectile for a negative number.
But something about it seems unintentional.

I had a glitch once where I was playing this game on the 3DS virtual console, I got to the boss where you need the crash bombs and when I tried using item 1 because you need it, the game made the sound effect of the door opening and no joke, it reset the game. Since I was really curious what happened, I went back there to see if I could recreate the glitch to see how it happened. Sadly I couldn't figure out what happened and couldn't get it to trigger again, if anyone knows why this happened, I would love to hear a reason.

That last glitch happened to me on Bubble Man's stage exactly once in almost thirty years of playing the game. I was never able to reproduce it and until seeing your video, I never heard of anyone else doing it, either. Thanks for solving a lifelong mystery for me!
7:25 Use Item 2. You set the first one as low as you can go on the ladder. Then go left from there. It's actually pretty simple to do. If you start the first one while standing on the ladder, you'll collide with the ceiling before you reach the top left ladder.

i wish i could remember exactly what happened to describe the most insane glitch i've ever seen. the closest in this video was the heat man door-touching glitch, because my memory is tied into Heat Man and it also tied into Dr Wiley's castle. But i want to say that it happened during the end of the castle when you have to fight all 8 bosses. This was during the early 2000's, and i was super high when it happened, plus nearly 20 years has passed since then, so my memory is extremely fuzzy. and it may have just been a hardware glitch, because it was on an original NES. But when the glitch happened, what stands out the most clearly is that i was flying to the right, and several screens scrolled by from right-to-left as i scrolled right, and i remember a lot of mind warping, "holy fuckin shit wtf is even happening?!?!?" type of visuals occuring that i can't give a specific account of, unfortunately. and when i say my memory is tied into Heat Man, i either ended up back at Heat Man's lair or his level, or ended up having to fight Heat Man? Or maybe it happened as i was about to fight Heat Man or while i was fighting Heat Man, as this video does happen to show that a glitch can occur while fighting heat man, and my memory is also tied into Wiley's castle. But unfortunately i can't remember the details, so this probably sounds like a load of bs to anyone reading this, but it happened and that's why i'm here after running this search on YT just to see if the glitch just so happened to make it into this video or any other videos.
what sets the glitch i experienced apart is that the screen scrolling and fuckery lasted a lot longer than the glitches in this video. there was what felt like 20 - 30 seconds of "omfg what in the actual fuck is HAPPENING?!!!?" and it was extremely bizarre; like, nothing in my wildest imagination could've ever dreamt up what i saw happening. it was extremely surreal. I just wish i could remember more about it and i feel really bad that i don't. it was just too long ago.
turns out it IS possible to get to the Mecha Dragon part in wily-heat stage 1. However, you WILL die once before you can see it, as the floating blocks don't spawn until you respawn, but once they do, everything starts to break. The mecha Dragon does spawn, but with the heat man stage palette. and when the "boss fight' starts, the boss hp bar is barely visible, but doesn't fill up, and therefore, you can't kill the boss. And when you touch where the boss should be, it either crashes the game, or forces a restart. I played it countless times to see if I could find differences, mainly to see if I COULD beat it eventually, but it just can't find a way to do it. Maybe one day, someone will figure out how and use it for a speedrun. maybe. and maybe.
I have been waiting for so long for this glitchfest.

If you use a level editor for Mega Man 2 you can see all the bonus glitch screens (which exist in every stage). I would list them all here but I don't remember off the top of my head and its been years since I've checked, but if anyone wants to check for themselves it's really easy to do.

The Buble Lead glitch on Heatman's is so frustrating when you suffer to reach the boss and you have to do it again, it happened to me.
