The Rav speaks about medicinal vs recreational cannibis, where the former appears to be permissible halachakly given that it has a therapeutic benefit, whereas there are problems that arise from recreational use and the pursuit of experiencing a mind alteration. An issue the Rav does not address is those who may not have a prescription under medical guidance from a physician who use cannibis for self-medication or who feel they have a therapeutic need for it.
