The world (or in this case the US basically) are still at the crusp of it. the flag was using a plasma sword. 1:34 yea no one really had any knowledge on gundams by this time of the series. 2:04 the defense rod is kinda beam resistant. Though graham was using a grunt suit. Though I have to point out that its already impressive for the pilot to hold up against the gundam.

A Gundam was not seen publicly before that and they had no idea that they existed. The weapon Graham used was a sonic blade (plasma saber) which vibrates at high frequency and then can extend a plasma blade from the sonic blade. The plasma saber is much weaker than a beam saber. It can be used to block a beam saber but won't be able to do a lot of damage to a Gundam due to the GN particles that reinforce the Gundam's armor.
It amuses me that this is one of the few rare appearance of a Plasma weapon in Gundam, Graham Aker's MS uses a Plasma Saber which to say atleast its a inferior Beam Saber but Setsuna was certainly surprised by a Mobile Suit to have such weapon and he will continue to be surprised by the one and only Graham Aker.

@NeoXNeo2007 to be fair exia destroys traitors with gn fields....in melee combat. First option is the trial field, but you know didnt work out. Gn fields can be countered by a number of things. Technically. Anything with a higher conpression rate can go through gn fields. At the cost of radiation poisoning. Or missiles that is not set to explode on impact. Or pointed positron field beam sabers. Or a point to pry open the field. All easier if coated with gn particles.
