If you google Jean Charles de Menezes he was a brazilian shot on the tube after wrongly being associated with some terrorist activity the day before. This scenario was entirely plausable back then.

Crazy fact…Gavin and Stacey's surnames (Shipman and West) are named after the famous British serial killers Dr. Harold Shipman (one of the most prolific serial killers ever, believed to have had least 200 victims) and Fred West.
This was not long after the 7/7 bombings mate, Armed police units were on call and ready to go at most city train stations in the UK for years after the attacks. I agree it probably would not have gone down exactly like a comedy show would depict it but when the terror alert was high enough they most certainly would have responded promptly, especially in London
