You did a really good job Matte. A tip for the 2 keys at the end. You can re-roll rush on gear sets and mods. I saw other players in the Dark Zone run away from me, although I had my blue link activated and I could not keep up. maybe that will work.
He's using Smart cover with high skill power combined with Sentries mark and the Precision talent. That's how he manages to do that much damage with that kind of firearms. You can get more out off high skill power and stamina than out off firearms, for the most part.
He is using sentrys call for gear bc of the marks above the npcs head, possibly with final measure bc he took alot of EDR and lived which was impressive, the sniper is an M1A, probably a first wave by the looks of it and a G36 auto rifle, same set up I run, I noticed the similarities so I thought i would answer ur question for you, hope this helped.

I'm level 20 in the underground, gear score 212, still getting level 186 weapons and 214 gear set score armor... Where the hell do you find all this 268 stuff and the better weapons!? And can I get it solo, the DZ sucks solo which I play 95% of the time, can I get this kind of gear solo!?
And u can do easily heroics on 200+gs but it wont be that fast. Try matchmaking or get friends to play with u. Like i said if u had a xbox i could play with u:)

Cbal Gaming in the dz the damage is balanced kind of for pvp but not against mobs. Also damage minagation is lower in the dz

How are you doing so much damage with that low amount of firearms?? and is there any way to add and play with you?

Don't forget he's also probably stacking Damage to Elites and Enemy Armor Damage. Those are HUGE increases to damage in pve.

U can get 229 268 stuff from caches, high lv dz, challenge or heroic incursion or 40 intel high risk target.
Or heroic missions. Ltc :D
Guess I gotta keep trying in the DZ then smh...challenge would be a miracle, and heroic is mission impossible with my current gear lol
