Leak didn't make valve restart development, because in the leak there are almost complete maps from retail version, dialogs that is in the retail but less long, and there was complete story line that didn't changed. Valve long before this leak started changing entire game. What we call beta is a combination of different versions of the game, basically three different games (2000-2001) very dark version of the game, (2002) slightly lighter and without proper story and continuation, (2003-retail) basically what we got. In late 2003 there was a leak, one guy stole a lot from valve code, and friend of this guy leaked everything.
The reason they trashed them was because the leak included a late version of the modern storyline that proved the game wasn't gonna be ready nowhere near in time for the originally announced release date (forgot the name of the video but there was one uploaded to UA-cam showcasing the entire retail storyline but in the unfinished state it leaked in late 2003
