What she did was criminal even though she was trying to clean up the neighborhood.
An act of desperation, having a drug den or place of drug use beside your house because the owner doesn’t want to take care of it is not a nice thing to have and is reason for constant fear for your safety.
Although her behavior is outright stupid, I am sure her neighbors hail her for having taken care of the ‘drug users crash’ problem. Very often this goes hand in hand with crime rates jumping up your neighborhood, credit ratings becoming unfavorable and devaluation of property.
In the end she may plea guilty for what she did and the judge will nonetheless hand out a probational sentence given the situation.
The real crime though stems from the owner who has let his property deteriorate to such a level, that it has become a matter of contingency in the neighborhood.
Imagine if the flames jumped over to her house and it burned down.
