As a native speaker, my thoughts. A strong case can be made for either answer. Your point is well-taken. The test answer of "hand-in-glove" is indeed used to describe two very closely associated and coordinated activities designed to efficiently achieve a common goal. I would totally disagree, however, with their claim that the term is intended to imply any illegal motive.
