This episode was filmed in Almeira, Spain in "Mini Hollywood" and "Fort Bravo", an area much used in spaghetti westerns.

To be fair, the whole, "Let us go be at home for a while" doesnt necessarily mean the Doctor would be on his own while they did this. The Doctor could literally just drop them off at home, then immediately pop a couple months into the future when they ARE ready to adventure again. 😂
Since you ask, it was filmed in Spain, Andalusia province. A lot of westerns were filmed in that area.
This is one of those episodes where the villain reminds the Doctor of who he is: a reformed war criminal trying to atone.
i’ve always had this as a personal fave. i love when doctor who does genre stuff, and there’s some really interesting parallels driven by excellent performances from Smith and whoever’s playing Jex. genuinely can’t fathom why it’s not more popular!

God, I love this episode! But I forget how much I love this episode until I see it - it is an absolute banger but nobody is talking about
Ben Browder is my favorite guest star here. He’s best known as John Crichton on Farscape, a show where he’s the only American actor in a sea of Aussies. The amount of American guest stars on NuWho who were already known when they did up to this point? Very tiny. We were still over a decade away from pickups like NPH and Jonathan Groff. So it’s kind of cool how a rarity he was on two continents.
Not to be nitpicky, but Kiwis are New Zealanders, the Farscape cast were mostly Australian, Ozzies.

Problem with the Doctor's morality is that it's unprincipled. It changes on his moods, his whims, and Amy's (or whichever companion) pleas. That makes him not impartial, which means that his moral judgements are, in general, not moral. I blame the writers for having a screwed up morality depending on what feels good to them, or what they think will appeal to the audience, or what they think should appeal to the audience. And I'm afraid I haven't thought much of the Doctor Who writers team's morals in a very long time.
This is not the first time the Doctor has been in the wild west but this one i have to say was better than "The Gunfighters".
A second rewatch always helps makes the episodes better some Dr. Who rewatches we understand them better in context.
When i first watched the Jodie episodes i was abit critical and confused but i've just recenly rewatched them in 5 years and finished her era and i have to say they were better than i remembered them and really enjoyed them better.

Obviously the first half of Series 7 is fairly self-contained and mostly focuses on the gradual departure of the Ponds but it also explicitly starts drawing up the whole “you shouldn’t travel alone” thing again and this episode in particular I think is really significant for explicitly digging up the Time War angst again. It’s not exactly novel and the Doctor’s morality is pretty much always interrogated but the Doctor snaps so hard in this episode because Jex hits a serious nerve. Considering this series is directly heading towards the Doctor having to suffer that choice again, it’s definitely a notable episode imo.

I think you hit the nail towards the end - though Adrian Scarborough is a pretty well-respected actor he just didn't have the magical 'it' to make him stand out. So his worries about the afterlife fall flat and his self-sacrifice is shoulder-shrugging.
Like Scarborough itself, he leaves you cold.
(Only joking, people of Scarborough!)
As to the over-arcing plot - I guess it's about the Doctor doing something he hasn't done before, weaning himself off his companions. And it isn't terribly interesting, unfortunately. The mysteries lie elsewhere, because Moffat was thinking of the future.
