39:57 - you are quite right. And it's true narrow tyres pumped very hard do have a higher rolling resistance on rough surfaces than the wider tyres used today. Add that to wind and this is all relative.
it is not called mont ventoux without reason. Wind always play a role there. I think Froome had mostly tailwind and Armstrong-Pantani had mostly headwind. Look at spectators flags.

The best way we can compare is to look at how many W/kg Armstrong and Froome averages respectively on Ventoux. Unfortunately we don't really know Lance's power data for that ride :(
