Would make sense if the higher up mages would limit certain spells from being taught to the general public. Most people are stupid and dangerous lol but once you get good at it and build a reputation for not being crazy or evil then i imagine more of those top tier spells would be taught to you over time. Which makes sense, they don’t train soldiers day one on a tank lol. Gotta start with the basics first cuz someone thst doesnt know how to operate a tank can fuck some shit up lol.
It's worth noting that in the quest Fingers of the Mountain, the spell you're given is purposefully meant to be a 'scribbling', Earana keeps the 'real power' of the book for herself.
In regards to the college of winterhold entrance exam. I can only imagine somebody walking up to me, asking “what is this place”, I tell him what it is and what spell he will need to learn to join. And just having the person read it once and cast it perfectly right in front of me. Of course they let you in lol
Traven doesn't kill himself with a ring, it's just a self-damage fire spell. The Blackwood company wizard Ajum-Kajin kills himself with that (the Blackwood ring of silence) when you are interrogating him with Modreyn.
Reducing accessibility to magical knowledge, in my opinion, just causes the general public to be more susceptible to those who study it in secret anyways and for nefarious purposes because magic then becomes an even greater edge over everyday people whom lack any defense against it resulting from lacking knowledge. It's like in modern times we fight hackers with our own hackers.

TES6 needs more than one group of joinable magic factions. High Rock and Hammerfell are both filles with so many clans, guilds, knighthood and other groups. TES6 should be faction overloaded.
It really felt like an Institution the you join and work for and not like a Magic themed questline. But that was the case with every guild in Daggerfall.

The answer for what Scott said there at the end about bringing back utility spells like lockpicking is morrowind's spell failure, IMO the system was freaking incredible and if it wasn't so harsh on % chance it could easily be used for TES VI

Archmage Traven completely banning Necromancy was either a complete fluke, or the biggest brain move. This can be seen as a little bit of a head-cannon but him banning it right before the God of Necromancy returned gave the guild an easier time fighting the Necromancers. Dagail and Uriel Septim are evidence that people can see into the future with some amount of accuracy so its not impossible that Traven could have had forewarning. Banning Necromancy also meant that the most staunch supporters left the guild prior to Mannimarco's return leaving only Falcar and Caranya as members of the Guild with any degree of power.
