Many companies are not paying attention to making sure there is alignment between their vision and their technology. The bridge to make that happen is via Enterprise Architecture (EA). Most organization still do not have EA functions.

Deriving insights is a guess game; ever changing context make insights derived from the past unreliable indeed. The way around that is contemporaneous feedback loops. Also focus on aligning technology with vision.
It's easier to fix the fat part before the broke part, but browsing jobs, doing evening courses could help. Maybe government-funded / subsidized training
They're out there, they just don't have the network or connections. The ones building models and tools who don't have all the letters behind their names get ignored.
