In English traditional menswear, which was a bit more strict in some respects, on a single breasted waistcoat, lapels would be worn on the 5 button waistcoat in a casual, tweed outdoors hunting type of setting. They would also be worn on the three (or 4) button evening vest. They would not generally be worn on single breasted waistcoats in a formal (city) context, but they would be worn on double breasted vests in any context.

You can't even wear bell bottoms in the Navy anymore other than winter or summer dress uniforms, the cracker jack.

When I bought my tweed set I bought a matching non-lapel vest and jacket. BUT since I live in Florida, I also bought a lapel vest, full tweed back instead of satin, in a complimentary color, so that I'd have a warmer weather alternative which would still look 'dressy' without the jacket just as Rocky described at the end.

When you get measured for a waste coat or prince charlie are you wearing a kilt?

If at all possible I would. That way the one taking the measurements knows where the top of the kilt is to set the jacket and waistcoat correctly to your body.
