I especially liked how they think they 'mic dropped' on him after calling him that, and walked away all smug like they won the argument... Cowards didn't want to have an honest conversation with him, just wanted to talk over him.. Then that last little beauty they muttered as they walked away, (which really pissed me off) "if you get in trouble, call us, we'll be there to help regardless". You know exactly why this guy is out there filming and why he's engaging with these officers. He made it clear when he answered the other officer's question of what he would have done if the boy being arrested was white. He and the other guy then chose to antagonize the situation by placing themselves into this situation for the sole purpose of hoping to get arrested so he could play the race card
Convenient timing considering a white cop just shot an elderly black woman in the head just 2 days ago, saying he was at risk for his life as she was cowering on her knees saying sorry. Conveniently, his camera was off, which gave him the confidence to say that she was coming at him, to which she clearly was not. Luckily, another police officer had his camera on, which is why he is getting charged with capital murder

Walker is a great example of using a public office to see to an issue they have thoughts about..... "How far away, and how much inaction specifically does it take to annoy a cop and have that be unreasonable?" I think we would be a bit further along as a society Today had they gone through with the charges on Walker back then..... if only to see a judgement in specifics! TLDR? Something the cops can point to on video and say "See Rep. Walker? That tiny pebble on the road? When he crosses that, it puts him inside the distance where his presence itself is a hinderance to our duty. You may warn a member of the public as they approach that distance, where their presence becomes a crime, you shall not order them to remain where they are until they hit that distance. You may detain anyone who crosses that distance or assists another in doing so. In the case of an individual being pressed into or pushed into that perimeter, a mob may be declared and the public dispersed back to... see the part of the video where Rep. Walker started? They will go back to that distance if they are declared a mob where they can comfortably resume recording without the worry of further interaction with police." THAT! is pretty darn specific... measurable (aside from the unknowable example of a pebble on the road :) Doesn't cover the amount of noise that can be made before it becomes a hinderance to their duty.... but that was someone else's issue! We would now be a few years into learning the exact distance and shape of bystanders recording (you cant argue that a large group of people, in which there is zero shoving/jostling, that maintain a square with right angles is disorderly. That is just unreasonable if they are in a square/rectangle. But a circle?? with shoving/jostling? That is far too instinctual of a form to be considered ordered. Can it be agreed that there IS a distance where someone standing, mute and still, is still a hinderance? If only to the cops train of thought now needing to take into account that person in their relation to their investigation? if you were to replace that person with a pink traffic cone.... how close will it be before it enters the cops thoughts in relation to his duties? If a cop cant help but think about the traffic cone, certainly a person needs to be further than that to be considered "at a reasonable distance." as a minimum measurement? yea.... these cops wouldn't be such beeches if some immeasurable fantasy blanket statement of "officer safety" was taken away from them as justification for being a cvnt.

Early on it looked like _that_ cop had his cell out filming in his face- like provoking unnecessarily. Bit of a bad move to walk right close to the cops and the car though, tbf, that gave them the excuse to arrest.

What an incredible lack of professionalism from these officers. They approached him, asked him questions, he answered and they proceeded to berait him. They escalated needlessly. Unreasonable behaviour.
My only question is why did the guy walk up to the traffic stop? He overstepped as well. He could see just fine from the original distance. He wanted them to arrest him.
I find it very interesting how the cop just arrests his state representative without any hesitation, compared to the hesitation they tend to have when they're forced to arrest a colleague or judge they work with.

Mr. Walker is greatly missed by our community. He was an amazing attorney and represented my cousin in a case regarding discrimination at the high school. He was a great person. Most of the officers working at LRPD don't even live in LR so some carry an arrogance that they are better than the people they are sworn to protect and serve.

it's officer safety. I've seen cops say that 100ft was required to be safe. Sir, a pistol loses it's effectiveness at 20ft and is virtually worthless (with exceptions, but laws can't be passed on exceptions) after about 50ft. at 100ft, you're less likely to notice a rifle, so I'd argue its safest for me to remain within 20-50ft, so you can see and respond.
My relative was a senior officer near retirement and he had 1A auditors filming his guys. He told bis guys to ignore it. He bought the auditor a cup of coffee the couple times he filmed him. Sat down with him and told him how he could be more effective and make more money training police depts on civil rights during police encounters. The auditor was blown away and would grab coffee with him and ask advice and ended up starting his company and my relative retired around that time and is still his mentor
I love how they ask citizens if they're lawyers whenever they question their methods, but in this case, when a well-known lawyer observes them, they question if he's ever been a police officer.
Agreed, they threatened me with arrest for filming 7 or 8 cops arresting 1 young black lady at her job. They didn't have to arrest her but she had a unpaid ticket or fine or some other bs reason so they refused to let her finish her day at work even though the manager was begging along with half the other staff. It was so infuriating to watch them drag that girl away from gainful employment and then threaten me for filming it silently from my car.

It was a white black issue that went beyond the cops to politicians who kept black folk out of public life. Remember the Central High mess when President Eisenhower had to send the National Guard to LR to force Democrat Governor Orval Faubus to back down and allow those nine students to go to school. There are still vestiges of racism, but race relations have greatly improved since the old blue Dems have lost majority power. Blue was the problem and there does not need to be a return to it. Since the John Walker fiasco, there has been a great improvement in race relations.

And the officer had the audacity that he was being rude for saying he didn't have to state anything else than being a state representative who happened to be in his district and then he accused him of being a "race baiter". They also knew who he was and what he was doing there yet they claimed he was interfering with their traffic stop while they maintained ample distance and the stop was pretty much concluded. The officers clearly had an axe to grind with him, had it been a representative who they considered to be on their side I doubt they would have said a thing.

If this video got out public pressure would have forced them to but it would have been dropped because they were forced. It always takes too long for charges to be dropped because the prosecutors just want to appease the officers instead of doing what they swore to do.
I'm a 65 year old Constitutional Conservative and therefore support Representative Walker's (and his friend's) Right to peacefully record the police in the course of their duties. It saddened me to tears to hear that Representative Walker had died. I'm thankful to God that Arkansas had such a Patriot for a Representative. I pray God's peace and love to his family and friends...

Yeah, my guess is the police weren't doing anything wrong, but they let their feelings and frustrations get in the way and approached the man. They should have just left the man alone, let him film, and if the representative tried to falsely accuse them later of illegally arresting the driver, then the police video and warrant would have proved the representative wrong.

A specific thing to note. When Mr Walker came walking past the car, the police immediately unclipped his handcuffs from the belt. That happened way, way before he had talked with Mr Walker about any acceptable distance to stand. This implied that he had instantly decided to arrest Mr Walker. Very, very strange decision.
Or it could mean that this was repeated behavior by Mr. Walker, who was most likely given many warnings in the past for such behavior from the conversations demonstrating that the officers knew him well from his doing the same kind of thing previously. My guess is that he's rather pathetically trying to make himself known as some kind of fighter for justice for minorities (though I saw no problems with such in the video at all) to help him get elected again. Why? Perhaps so he doesn't have to take a regular job? Who knows what his personal problem is. But I wouldn't want anyone who didn't support law enforcement, and who needlessly causes problems for policemen, to be part of the government of my city, because I like a low crime rate, and police (which include people of several ethnicities by the way) are very important to achieving that.

He was standing a reasonable distance away, silently filming, not interfering at all. THEY approached HIM. They could have just gone about their stop lawfully without even speaking to him!

They couldn't help themselves. They had to make contact and escalate their use of force because their fragile egos had been hurt by someone who didn't run away from their attempts at intimidation. Therefore, they determined they needed to be punished through the Legal Process, whether there was any actual crime or "interference" didn't matter. They got their retribution.

Cops were wrong to try to bait Walker initially, across the street, when he was just filming. But then Walker was wrong to force himself to the sidewalk BEHIND the officers. I’ve seen plenty of videos where the traffic cops say film all you want 270-degrees around me, but don’t you dare get BEHIND me while I’m doing this stop. The cops here were very clear about asking to move back across the street, and were very calm and polite about arresting him. So in this video two people can both be right (and wrong).

If he wanted to talk, he could have gotten an officers attention from a little distance instead of walking right through the officers.
This whole ordeal that this representative has to endure is surely on equivalently. Nothing but retaliation cops think they are above the law. Therefore eighty lawmaker any Innocent citizen with a camera poses a threat and creates fear in criminal cops.

So the cops crossed the street and spent ten minutes talking to this man and therefore extending their stop for no reason other than to "get their mad on", but as soon as the person crosses the street and stands ten or fifteen feet from the vehicle, it suddenly becomes impossible for the cops to do their job? If the traffic stop was so urgent and volatile, why did both officers leave it for so long and leave their trainees alone? If an officer chooses to leave their traffic stop and engage with a bystander outside of the process, the cop is the one obstructing themselves.
That's what I was thinkin' too! They could have resolved the whole thing by simply allowing the two gentleman filming to continue to film. Not only would those two men probably not have crossed the street, but the cops would have been done sooner and could have been on their way already. Cops are so lame sometimes.
Since I don't have your bias against police, it's easy for me to see that this gentlemen had been a continuing problem who was causing danger to officers during arrests by his interference in the way that we saw in the later part of the video. They were basically just taking a moment to ask him not to continue doing so. I saw absolutely nothing improper in this. I'm glad they arrested him, because he was quite obviously provoking them, and aside from the fact that they do a very difficult job and deserve our cooperation as citizens, their safety is at stake.
@@ezekielhall7907 It's obvious to anyone with a brain that he repeatedly goes out of his way to interrupt and interfere with policemen properly doing their work, so who is provoking whom? He should be convicted of obstructing justice. A good sentence would include some community service so that he could actually be helpful to fellow citizens for a change. I believe there is a place for qualified immunity. Can you imagine what would happen if, for example, corporations could sue individual agents enforcing regulations without there being any protection? The problem with qualified immunity currently is that there is not a clear standard and so Courts have been imposing one that is too hard to overcome. I think reforming qualified immunity to a reasonable person standard and having similar rules as to anti-SLAPP suits, to avoid abuse by the wealthy and powerful, would be a better route. But as is, it's ridiculous
Cops have a rich history of racism towards black Americans, so there is much reason to keep track of such a thing. Identifying racially motivated arrests and assaults committed by cops is not race baiting, it is about awareness.

I wouldn't call that questioning. That was baiting/arguing/copsplaining. When the cop said Mr. Walker was being rude, it was the LEO being rude. Mr. Walker was just standing there, the obnoxious cops came up on him and wouldn't leave him alone.
The attorney walked right between the stopped car and the police car, and Rep Walter walked straight towards the stopped car until the bald cop started to intercept him. Only then did he veer around the front of the car. Both of their actions were absolutely intended to PROVOKE a reaction and interfere in the stop, because any REASONABLE person would have made a wide circuit around the cars to reposition at a closer point on the sidewalk.

Officer Walking Thumb wanted to arrest him from the get go. You could hear the anger in his voice when he was talking to the representative at the beginning.
A close friend of mine actually left law enforcement because he said a lot of cops don’t care about convictions they only cared about putting you through the process because unfortunately the process can break a lot of people especially financially but if you say something you yourself will be put through the process
I know a lot of people who have paid traffic tickets for offenses they didn't commit *because paying the bogus ticket was cheaper than the amount of money they would lose by taking the day off of work to fight the ticket.* I'm not going to give up two hundred dollars of wages just to avoid a bogus ten dollar ticket *and the state knows it*.
Yes. That's why most people just comply when dealing with these thugs. Can' t say I blame them. Trying to be a martyr when everyone else figures that you must be guilty if they arrest you, or no one ever hears about how your Rights were violated doesn't bring about much if any meaningful change. The son of my best friend was arrested for DUI when he wasn't drunk, blowing a .01. The arresting officer was a State trooper (Oregon) who was patrolling in the city limits. My friends son had a broken taillight that he had taped over, giving g the cop cause to pull him over. At this time the state trooper had been "in the running" for most DUI ARRESTS in the state. Asmit turned out, dozens of complaints had been filed against this cop for unlawful DUI arrests. He only was after the accommodations and accolades and didn't give a crap about convictions or his victims.

Convenient timing considering a white cop just shot an elderly black woman in the head just 2 days ago, saying he was at risk for his life as she was cowering on her knees saying sorry. THAT! is pretty darn specific... measurable (aside from the unknowable example of a pebble on the road :) Doesn't cover the amount of noise that can be made before it becomes a hinderance to their duty.... but that was someone else's issue! We would now be a few years into learning the exact distance and shape of bystanders recording (you cant argue that a large group of people, in which there is zero shoving/jostling, that maintain a square with right angles is disorderly. Mr. Walker is greatly missed by our community. He was an amazing attorney and represented my cousin in a case regarding discrimination at the high school. He was a great person. Sir, a pistol loses it's effectiveness at 20ft and is virtually worthless (with exceptions, but laws can't be passed on exceptions) after about 50ft. at 100ft, you're less likely to notice a rifle, so I'd argue its safest for me to remain within 20-50ft, so you can see and respond.

My relative was a senior officer near retirement and he had 1A auditors filming his guys. He told bis guys to ignore it.
He bought the auditor a cup of coffee the couple times he filmed him. Sat down with him and told him how he could be more effective and make more money training police depts on civil rights during police encounters.
The auditor was blown away and would grab coffee with him and ask advice and ended up starting his company and my relative retired around that time and is still his mentor

They didn't have to arrest her but she had a unpaid ticket or fine or some other bs reason so they refused to let her finish her day at work even though the manager was begging along with half the other staff. Remember the Central High mess when President Eisenhower had to send the National Guard to LR to force Democrat Governor Orval Faubus to back down and allow those nine students to go to school. There are still vestiges of racism, but race relations have greatly improved since the old blue Dems have lost majority power. Blue was the problem and there does not need to be a return to it. Since the John Walker fiasco, there has been a great improvement in race relations.

Yeah, my guess is the police weren't doing anything wrong, but they let their feelings and frustrations get in the way and approached the man. A specific thing to note. When Mr Walker came walking past the car, the police immediately unclipped his handcuffs from the belt. That happened way, way before he had talked with Mr Walker about any acceptable distance to stand. This implied that he had instantly decided to arrest Mr Walker. Very, very strange decision.
Or it could mean that this was repeated behavior by Mr. Walker, who was most likely given many warnings in the past for such behavior from the conversations demonstrating that the officers knew him well from his doing the same kind of thing previously. My guess is that he's rather pathetically trying to make himself known as some kind of fighter for justice for minorities (though I saw no problems with such in the video at all) to help him get elected again. Why? Perhaps so he doesn't have to take a regular job? Who knows what his personal problem is. But I wouldn't want anyone who didn't support law enforcement, and who needlessly causes problems for policemen, to be part of the government of my city, because I like a low crime rate, and police (which include people of several ethnicities by the way) are very important to achieving that.

Cops were wrong to try to bait Walker initially, across the street, when he was just filming. But then Walker was wrong to force himself to the sidewalk BEHIND the officers. I’ve seen plenty of videos where the traffic cops say film all you want 270-degrees around me, but don’t you dare get BEHIND me while I’m doing this stop. The cops here were very clear about asking to move back across the street, and were very calm and polite about arresting him. So in this video two people can both be right (and wrong).

So the cops crossed the street and spent ten minutes talking to this man and therefore extending their stop for no reason other than to "get their mad on", but as soon as the person crosses the street and stands ten or fifteen feet from the vehicle, it suddenly becomes impossible for the cops to do their job? If the traffic stop was so urgent and volatile, why did both officers leave it for so long and leave their trainees alone? If an officer chooses to leave their traffic stop and engage with a bystander outside of the process, the cop is the one obstructing themselves.
That's what I was thinkin' too! They could have resolved the whole thing by simply allowing the two gentleman filming to continue to film. Not only would those two men probably not have crossed the street, but the cops would have been done sooner and could have been on their way already. Cops are so lame sometimes.
Since I don't have your bias against police, it's easy for me to see that this gentlemen had been a continuing problem who was causing danger to officers during arrests by his interference in the way that we saw in the later part of the video. They were basically just taking a moment to ask him not to continue doing so. I saw absolutely nothing improper in this. I'm glad they arrested him, because he was quite obviously provoking them, and aside from the fact that they do a very difficult job and deserve our cooperation as citizens, their safety is at stake.

He should be convicted of obstructing justice. A good sentence would include some community service so that he could actually be helpful to fellow citizens for a change. What he is doing now has no effect on bad cops; it only hurts good cops by making their jobs harder.

I believe there is a place for qualified immunity. Can you imagine what would happen if, for example, corporations could sue individual agents enforcing regulations without there being any protection?
The problem with qualified immunity currently is that there is not a clear standard and so Courts have been imposing one that is too hard to overcome.
I think reforming qualified immunity to a reasonable person standard and having similar rules as to anti-SLAPP suits, to avoid abuse by the wealthy and powerful, would be a better route.
But as is, it's ridiculous

The attorney walked right between the stopped car and the police car, and Rep Walter walked straight towards the stopped car until the bald cop started to intercept him. Only then did he veer around the front of the car. Both of their actions were absolutely intended to PROVOKE a reaction and interfere in the stop, because any REASONABLE person would have made a wide circuit around the cars to reposition at a closer point on the sidewalk.

A close friend of mine actually left law enforcement because he said a lot of cops don’t care about convictions they only cared about putting you through the process because unfortunately the process can break a lot of people especially financially but if you say something you yourself will be put through the process
I know a lot of people who have paid traffic tickets for offenses they didn't commit *because paying the bogus ticket was cheaper than the amount of money they would lose by taking the day off of work to fight the ticket.* I'm not going to give up two hundred dollars of wages just to avoid a bogus ten dollar ticket *and the state knows it*.
Yes. That's why most people just comply when dealing with these thugs. Can' t say I blame them. Trying to be a martyr when everyone else figures that you must be guilty if they arrest you, or no one ever hears about how your Rights were violated doesn't bring about much if any meaningful change. The son of my best friend was arrested for DUI when he wasn't drunk, blowing a .01. The arresting officer was a State trooper (Oregon) who was patrolling in the city limits. My friends son had a broken taillight that he had taped over, giving g the cop cause to pull him over. At this time the state trooper had been "in the running" for most DUI ARRESTS in the state. Asmit turned out, dozens of complaints had been filed against this cop for unlawful DUI arrests. He only was after the accommodations and accolades and didn't give a crap about convictions or his victims.
