The guy who owns the gas station has to call a jetting service, like roto-rooter or a plumber who has a jetting truck (and a camera). The drains on his property are not the responsibility of the city. People call drain unclogging services all the time, businesses are no different. If the gas station owner doesn’t know this, it’ll keep happening. If he knows, but he’s too cheap to fix it, it’s his problem, and I’d worry about the state of that building, as well. All that cracked pavement means he probably has to get a new drainage system installed, since he likely has crushed pipes. Then there’ll be repaving, which will cost more. It sucks, but if you buy a business, you buy the maintenance that comes with it, as well. That flooding isn’t the city’s fault.
I wouldn't buy gas from a station if I saw that; underground tank caps are pretty good, but they aren't designed to hold out _standing_ water like that...some water will infiltrate down through the threads and into the gas. Bad for your car.

in the netherlands all the gasstation have a system in place to seperate oil from water (obas) it is required, it is illegal to dump all that water just on the street, because of the environment

You should carry a can of blue paint so you can make a mark where the drain is for the next clog. You know there is going to be another clog. I wouldn't make a big mark, just a small line or arrow so you will have it.

You need a garden rake,it’s stronger than what you are using now, a class2 or3 hi-vis vest(maybe the highway dept will give you one) and for petes sake- get some puncture proof gloves and dont put your hands into anything you cant see! Move the garden rake(not the leaf rake that you are using) back & forth to keep clearing the drain until you get a vortex (whirlpool) then rake back & forth as needed. I think 7 Mile Rd or Telegraph was close to them.

City should fire their people. You pay taxes and you do their job very very nice work. Plus, there is nothing wrong with a little community service watching the water drain is super awesome.
The suction pipe was collapsing because of the suction, then the pump would have nothing to pump so the suction dropped and the pipe opened up. Repeat the cycle. That where the stop and go discharge comes from. Like another poster said, the suction pipe needs to be more rigid.
I worked for Speedway and had the same thing happen to the employees parking. I took the grade of and removed a filter bag out and it smelled bad. 3 years of leaves and trash. Hosed it out and was good to go for 3 more years
