exactly. from a home owner perspective its necessary. and yes im the only on doing it but when neighbors see me at it they help out sometimes. also some neighbors are too old to manage the street infront on their homes so I'll do it

Spray paint that grate with fluorescent paint so next time you would see the drains immediately... also put a marker there on the sidewalk as well.....
super heavy. some are stuck. ive tried and most of them are stuck. few pf the are loose enough to lift by hand. im sure with the right tools anything is possible
since these drains are in your neighborhood, you should put an orange arrow in the street pointing to the drains so you don't have to look for them... and DOT shouldn't say anything since you are doing their job

Suggestions - wear gloves due to broken glass and other sharps. Use a metal rake and wear boots.

When i was a kid growing up in Flint in the 1960s the city guys would use a steel bar and lift the sewer grate and drain it off then clean it up.
ive lifted up a few by hand. the rushing water is strong. some grates are rusted shut
