Fairly certain the reason the video loops is because you activated the trigger to start the tv so it can play muffled audio and the only reason you could see it loop is because joel's door was open bypassing the trigger to cause the news report and explosion to occur
I think it is an Easter egg due to the fact the cordyceps fungus is real fungus, and is usually found among ants and other insects. Cordyceps fungus can wipe colonies of insects and does mutate, so that’s i recon it might have been put in due to game being based on the real life cordyceps fungus, that’s just my opinion

I know literally everybody else has already mentioned it, but it probably isn't just a random placeholder. It's an image taken from a documentary on Cordyceps, an IRL fungus that infects ants and turns them into literal zombies. The Last of Us was inspired by this very documentary the pic is taken from. If this was just some random landscape placeholder, I'd agree that it was totally on accident. But an image from the game's literal inspiration? That's far too specific to be just some overlooked coincidence...

I think the reason the newsreport loops is so the player can enter at any time for that explotion cutscene to happen, had it just started as soon as she exited the bedroom then the player would have to enter that room with the right timing in order to experience it.

The joke is that the place is called "Sneed's Feed & Seed" which is clever in itself and quite funny to those with a mature sense of humour but what's really just hilarious about it is that if you look closely at the front of this store, Sneed's Feed & Seed, you can see a line that reads "Formerly Chuck's". Now, this might go over the average viewer's head as this, THIS, is peak comedy. I doubt anything will ever be as funny as the joke about Sneed's Feed & Seed. Are you ready for this one? I agree, I add random placeholders into the games I'm working on my games all the time. A lot of the time the reason is so I won't forget what was actually supposed to go there. Like, I find a weird picture of a Space Potato Man Fighting Fused Alien Creatures while creating a Zelda like RPG during gameplay testing makes me think "Why the f-...... oh, that's right..." (not even kidding about the space potato...) The developer most likely never removed it because of a few reasons but mostly because, "Hey, the player will never see this anyway." but ended up being broken by a bug caused by the reloading.
It's most likely intentional because the ant is infected with the real life cordyceps fungus. The actual fungus in the tlou is a mutation of it where it affects humans. So I don't think it's a bug.
