The only difference between those countries and Kenya is that those always have Disaster Management Plans and budgets set aside in case a Disaster occurs. In Kenya there is no Disaster Management Plan for any Disaster and money put aside for it is carried in gunias by individuals to buy palatial homes in Dubai.
