Concord would have been the face that the feds and the public would see and do business with other companies. Basically keeping Murkywater "reputable" in public eyes as he handles contracts and laundering the contraband that Murkywater brings in (And loses to the payday gang) That is until bain straight up killed Kento on hell's island. Leaving concord a dying PMC leader.
