The state you can't colonize is because it is claimed by Morocco and it can only be colonized by them. It's the same thing in south america with the difference being the countries in SA start with colonization while Morocco doesn't so we end up with France colonizing were it shouldn't and Morocco never doing anything.

You can revoke Morocco's claims in a war, and colonise it like normal.

Would like to see a more maximalist Africa run. Get boats, into transvaal and vyrstaat for the gold, hunt for GP status. Now that incorporation is so much more important, it gives a marginal edge to African countries. One day I hope Paradox will remove the malaria penalty for African pops in 'colonization.'
