@@olyveyaa Are you absolutely sure the lengths you used on your tutu are only 180 cm long? That is about 70 inches and 70 inches gathered down doesn't seen wide enough to produce the fullness of gathers on your tutu. Most ballet tutus will use multiple yards per layer gathered down on each row.
I tried to sew this tutu with the width of 1,35 m but I failed because it didn’t produce the fullness of gathers. This time I bought fabric in width of 3 m and it gathered really nicely.

Very well explained but how long do the strips need to be like the width is 1m but what is the length?
Length should be typical length of fabric, the longer I forget the measurements but I think it is 120 or 180 cm

As long as the width of the fabric when you buy it preferably I believe the longest is 180cm

Could you also sew the tulle onto the underwear with a Sewing machine or does that Not Work ?
Can i just use a wide elastic for the waistband instead of underwear?
You can but the support of the underwear works better in holding up the tulle
Can i just lay it flat upside down instead of hanging it upside down
Can i add a hoop in it if it doesn't stand up like that
