How can i add a linning layer so that it isn't see through?

You can use the same technique but add a second layer of fabric that isn't see-through, however you will have to finish the raw edges of any other fabric so that it doesn't fray!

how do you remove the static from tulle?

I'm sorry I don't have experience with this! A quick google found static guard seems to help?!
