I nearly always let people in. It's not worth getting in a fight over one car length of travel, and you never know how they got there. Maybe they're unfamiliar with the area and didn't know their lane was ending. Maybe they're hurt and on the way to the hospital, or they're going there to see an ill family member and just not focused. Or maybe, in traffic, you're just supposed to zipper merge. It's not MY lane. It's a shared resource. And it costs me at most a few seconds of travel to let someone in.
