There isn’t actually a specific rule against jumping over a tackle - in union rules anyway. With regard to this, the rules merely state “players must not do anything that is reckless or dangerous to others”.
Most players penalised for jumping into/over tackles are for hurdling in a way that presents studs or a flying knee to the defending player. In this case the player was only potentially putting himself in harms way by how he jumped. Chances are, most officials would allow it.

@@curtis8053 i guess so. but either way you shouldn't be jumpoing and expect not to get tackled. shouldn't be a penalty and frankly should be a penalty the other way

In the laws of rugby, this would be a penalty against the man who jumps over the player.. you are not allowed to jump over a tackle, this is considered dangerous and can be carded.

Isnt it like a bait tactic to get a penalty or something if the other team commits to a "Scrum" after the line out?
might be wrong but i think if the other team doesn't bind in on the lineout and you form a maul, its essentially obstruction
The red team knew the white team wanted to set up a maul and refused the engage.
The white team would normally be drilled to transfer the ball to the back as quick as possible when setting up a maul, if the reds do not enage then no maul is formed and the white team would commit obstruction.
The white team however were knew this and kept the ball at the front waiting for the red team to engage but they never did.
Ref got bored, decided the ball wasnt coming out and blew for a scrum

Mostly makes sense except for 2 things.
1. If the ball is at the front of the maul why doesn't white start moving forwards into contact and then shift it to the back. Seems weird for them to just stand still.
2. Doesn't an unplayable maul go to the defensive team (well technically a maul never forms as no red players bind on so is it an unplayable ruck instead?).
In summation wtf is happening.
