Does the applicant have to enter into Australia before getting married? Or once its approved can the sponsor fly to thr applicants country to get married then fly back together to Australia for the first time?

I’m a little confused. I’ve read on a government site that there are no requirements to a foreigner getting married in Australia as long as there legal age. Then what’s the point of the prospective visa?
