LOL! Propaganda BS. Indonesia does plan a much larger high speed rail network beyond Jakarta-Bandung. The next phase will develop bids for that extension. However, it was Indonesia that delayed the start of the project and the excess was beyond Indonesia's estimate. Indonesia had bids from Japan and China. Indonesia has zero experience building HS rail, hence the contract to China. In fact. what was finally agreed to was for China to own about half the rail line and it would pay half the cost.
FYI, very few public transportation are profitable, they are subsidized by either local or national governments for the good of its citizens. Even China has unprofitable lines. One of the biggest costs was land acquisition. In China, the government owns all the land because it is a socialist government and has fewer problems with land acquisition. Much of India's problems and delays relate to land acquisition problems and costs.
It's all on how you say it, projects the meaning to the audience. In this case, it is obviously anti-China.

Is it a propaganda video requested and paid by USA or Japan?

Cost exceeding benefits. So you prefer not to build any major infrastructure in your country as all big infrastructure always cost billions. Looks like another "AT WHAT COST" video.

If the narrator is so concerned about the cost, he or she should help to pay for it otherwise just shut up .🤫
